Inspector General of Police Douglas Kanja has been re-invited to appear before the Senate County Public Accounts Committee (CPAC) and explain why police have failed to arrest Isiolo Governor Abdi Guyo and present him before the committee.
Kanja was expected to appear before the committee on September 7, 2026, but did not attend. Instead, he informed senators that he was travelling to China on official duties and requested another date after his return.
The police chief said he had formed a special team to arrest Governor Guyo but claimed the governor learned about the operation and managed to evade arrest.
The explanation angered some senators, who accused Kanja of failing to treat Parliament’s summons with the seriousness they deserved. Committee Chairperson Moses Kajwang’ criticised the wording of Kanja’s letter, saying it created the impression that the National Police Service was incapable of enforcing Parliament’s directives.
Isiolo Senator Fatuma Dullo called for the matter to be escalated, claiming that Kanja had repeatedly avoided appearing before the Senate. Other senators, including Samson Cherarkey and Enock Wambua, supported stronger action.
However, Senator Okong’o Omogeni urged caution, saying Kanja should be given another opportunity to appear if his China trip could be verified as legitimate.
The committee ultimately reaffirmed that Kanja must appear and explain the failure to arrest Guyo. Senators also agreed to prepare a special report on financial and budgetary issues affecting Isiolo County, including a possible forensic audit of county finances.
